Citizens Property Insurance Corporation is the state residual market. It is not this agency. A takeout, also called depopulation, is how a private company assumes a Citizens policy. If Citizens selects a policy for an offer, it sends a Policyholder Choice Offer or a Policyholder Depopulation Offer letter.
The count of Citizens policies has fallen a long way from the peak above a million policies in 2023. The exact count changes every month. Use Citizens' own figure, not a headline, if you need a number.
What it covers
This guide covers the letter itself. What the offer is, what opting out means, and what to compare. It is not a list of companies we prefer. Financial strength, the form, and the deductible matter more than a familiar name.
What it doesn't cover
The letter is not a quote from us, and doing nothing is itself a choice the letter describes. We do not tell you to accept or reject before we have read the form. We also do not describe Citizens as a private company we represent.
Florida specifics
Section 627.351 is the statute. A private offer has to be comparable before it can push a policy out. Comparable includes the property covered and the limits, not only the amount you pay. Ask about the hurricane deductible, screen enclosures, ordinance or law, and water that is not flood.
Citizens also requires flood coverage on many personal policies that include wind. The rule is phased in. Condo unit-owner policies are treated differently. Leaving Citizens does not answer the flood question. It only changes who is requiring the proof.
How we help
Send the letter, or bring it to Beach Boulevard or Blanding Boulevard. We compare the offer with other companies that will write the address, including the flood policy if you need one. Start a home quote and tell us you have a Citizens policy or a letter. The quote form has a place for that.
